O discurso de Constâncio

Manda a boa tradição deste Portugal adormecido homenagear os mortos e enterrar no silêncio os vivos que sobressaem. Eis uma boa praxe para desrespeitar na segunda parte, como segue.

No dia 16 p.p. Vítor Constâncio, atual vice-presidente do Banco Central Europeu, proferiu, em Frankfurt, o discurso de abertura do grande evento 18th Euro Finance Week, que prossegue até dia 20 p.f. O tema: "Monetary policy and the euro area problem".

O resumo oficial do BCE: "The speech points that the euro area problem is part of a predicament shared by other advanced economies: decades of declining economic and productivity growth rates, prolonged periods of low inflation and an untamed financial sector fuelling asset price booms. Policies adopted by the ECB are thus responding to the present situation of low inflation and tepid recovery. Namely, the low level of policy rates is associated with the declining real rate of equilibrium. The worsening of the international economic situation and the low inflation will lead the ECB to reassess its policy stance in December. To face the challenges confronting the euro area, it is recognised that monetary policy cannot address all the problems and that structural reforms and fiscal policy should help to overcome them".

No discurso (publicado na página do BCE), o nosso conterrâneo não deixa de citar o recente relatório da OCDE sobre reformas estruturais na Europa (Abril de 2015), na parte em que afirma: "In recent years, much of the reform effort within the euro area appears to have taken place in the member states most adversely affected by the global financial crisis and its aftermath. The OECD recently assessed structural reform efforts and achievements since 2011. It classified Estonia, Greece, Ireland, Portugal and Spain as the most successful reformers among all OECD members. The Netherlands and Germany have been laggards in the OECD ranking, even if starting from comfortable positions".
